Navigating Export Control and Dual-use Technologies in International Research Collaborations – Invitation to Expert Lecture

In an era of increasing international collaboration in research and education, it is crucial to navigate the complexities of export control regulations, particularly in the context of dual-use technologies, while upholding the principles of academic freedom. As we explore the vast frontiers of knowledge, it is equally important to recognize that specific knowledge and activities, if misused, can have serious implications.

We are pleased to invite you to an expert lecture on understanding and navigating Export Control requirements in the context of global research collaborations, specifically focusing on dual-use technologies. The lecture will be held within the framework of the PFAStwin Horizon Europe project, coordinated by the University of Belgrade – Faculty of Chemistry, by Prof. Vladimir Beskoski, and will be conducted by Mr. Branislav Aleksić, a distinguished expert from the Fraunhofer Institute in Germany.

Branislav Aleksić is a Legal Counsel with a Master of Laws degree in European and International Commercial Law at the Ludwig Maximilian University of Munich. He is currently in charge of the Foreign Trade Law and Corporate Security division at Fraunhofer-Gesellschaft in Munich, Germany. For the past ten years, he has been managing Trade Compliance for Fraunhofer-Gesellschaft and its 76 research institutes. His practice focuses on international foreign trade law and export compliance matters, and he is responsible for the development, oversight, and management of the Fraunhofer export control compliance program.

Fraunhofer-Gesellschaft with over 30.000 employees is the largest organization for applied research in Europe, with institutes and research facilities at different locations in Germany and abroad. Mr. Aleksić is also a co-founder and vice-chair of the European Export Control Association for Research Organizations (EECARO).

The lecture will focus on the following key aspects:

  1. Overview of Export Control Requirements
  2. Balancing Academic Freedom with Compliance Obligations
  3. Implications of Foreign Policy and International Treaty Commitments
  4. Understanding the ATAS Student Vetting Scheme

It is crucial to note that adherence to export control regulations is a legal obligation and a responsibility that intersects with the broader principles of academic freedom. Striking a balance between the pursuit of knowledge and compliance is paramount.
