Dear Sir/Madam,

The Council of Europe is currently launching an invitation to tender with a view to create a pool of consultants for the provision of consultancy in the field of execution of the ECtHR judgements and national implementation of the ECHR. The call is organised under the multilateral Project “Support to efficient domestic capacity for the execution of ECtHR judgments (Phase 1) [1]”

This tender procedure is an International Public Call for Tenders for a purchase of services with a total cost of up to €150,000 tax exclusive.

We invite you to submit your proposals by the latest 07 March 2024 23h59 CET. Tenders shall be submitted by email only to cdm@coe.int with the following reference number in the subject field: 2024AO14. Tenders submitted to another e-mail account will be excluded from the procedure.


All questions regarding this specific tendering procedure shall be sent at the latest one week before the deadline for submissions of tenders, in English, and shall be exclusively sent to the following address:
